“双减”政策有效实施是推动义务教育实现根本性变革的关键。基于系统论视域,义务教育是一个由各要素、各层次之间相互联系、相互依存、相互渗透、相互转化构成的动态均衡系统。“双减”不仅仅体现在减轻学生过重作业负担、校外培训负担以及家庭教育开支这些外在不合理、不规范之处,更要放在义务教育系统内部,探讨如何通过与义务教育各要素动态互动实现系统治理、源头治理和综合治理目标。加强服务系统立体化、师资系统动态化、课程系统合理化、评价系统科学化,保证“双减”政策的有效实施。

The effective implementation of the"double reduction"policy is the key to promote the fundamental change of compulsory education.Based on the perspective of system theory,compulsory education is a dynamic and balanced system composed of interrelated,interdependent,infiltrated and transformed elements and levels."Double reduction"is not only reflected in reducing the external unreasonable and irregular aspects such as the workload of students,the burden of off-campus training and family education expenditure,but also in the compulsory education system,and how to achieve the goals of system governance,source governance and comprehensive governance through dynamic interaction with various elements of compulsory education.Thus,it's necessary to strengthen the three-dimensional service system,dynamic teacher system,rational curriculum system and scientific evaluation system to ensure the effective implementation of the"double reduction"policy.
