海洋油气和新能源融合发展路径及建议 被引量:4

摘要 近年来,随着“双碳”战略的实施,中国油气行业在保障传统业务的同时积极拓展新能源产业。针对传统海洋油气行业与新能源业务融合发展所面临的新形势,梳理了中国海洋能源融合开发利用中存在的问题,分析了新形势下的发展模式,提出了“双碳”背景下中国海洋综合能源开发路径:坚持海洋油气开采,协同油气与海洋新能源发展;统筹海洋新能源布局,探索海洋新能源开发模式;积极探索海洋绿氢,建设“海洋氢能”供应体系;推动CCUS(碳捕集、利用与封存)产业发展,打造海洋低碳产品产业链。最后提出了相关建议:推进清洁能源替代实施,加速油气生产绿色低碳开发;积极探索模式创新,推进能源转型跨越;充分发挥国内产业基础优势,打造特色海洋综合开发能源体系;加快建设海上风电基地与海上能源岛建设。 With the adoption of the“dual carbon”strategy in recent years,China’s oil and gas sector has actively grown new energy businesses while maintaining the existing ones.In light of the new situation confronting the integrated development of traditional offshore oil and gas industry and new energy,this article sorted out the problems encountered in the integrated development and utilization of China’s marine energy,analyzed the development model in light of the new situation,and proposed a path for comprehensive development of China’s marine energy industry against the backdrop of“double carbon”.The recommendations include continuing offshore oil and gas exploration and coordinating the development of oil and gas and marine new energy;coordinating the layout of marine new energy and exploring new marine energy development models;actively exploring marine green hydrogen and developing a“ocean hydrogen energy”supply system;promoting the development of the CCUS industry and creating a marine low-carbon product industry chain.Additionally,the following recommendations were made:promote the implementation of clean energy alternatives and accelerate green and low-carbon oil and gas production;actively explore model innovation and promote energy transformation and leapfrogging;develop a distinct and comprehensive marine energy development system by leveraging the domestic strong industry foundation;and accelerate the construction of offshore wind power bases and offshore energy islands.
