多元主体协同视角下市域产教联合体建设:内在机理、实然困境和应然路径

市域产教联合体建设既是推动职业教育改革和促进产业经济高质量发展的重要举措,也是一项多元主体协同共建的系统工程。“多元一体”治理格局下的多维审视是市域产教联合体建设的关键。立足于多元主体协同视角,市域产教联合体建设内蕴四维逻辑,体现为主体层面促成嵌入式利益关系网络形成的内在需求、场域层面促进“多元一体”格局形塑的重要举措、目标层面面向产业发展引发职业教育改革的新诉求、理念层面迈向产教深度融合的革故鼎新。市域产教联合体建设的内在机理是:在多元关联网络中促进多维关系和谐共生,通过产教深度联合助力产业经济高质量完满发展,打通产教联合边界推进产业与教育深度融合,以期实现职业教育与产业发展相容互促、达成“双赢”目标。目前,市域产教联合体建设面临多元主体联合机制尚未健全、凝聚力不够,互惠性共生模式演进迟缓、信息联动不畅,利益联结关系松散、融合韧性不足等实然困境。据此,市域产教联合体建设的应然路径是:构建充满活力的体制机制、增拓共生环境容量,搭建信息联动平台、提升持续发展效能,共建“四真”育人场境、实现项目与人才“双交付”,强化共生单元韧性、构建利益链接关系网络。

The construction of industry-education consortium in the city area is not only an important measure to promote the reform of vocational education and the high-quality development of industrial economy,but also a system project that involves multiple entities working together.The multi-dimensional examination under the"pluralistic integration"governance pattern is the key to the construction of industry-education consortium in the city area.Based on the perspective of multi-subjects collaboration,the connotation of industry-education consortium in the city area contains a four-dimensional logic,which is reflected in the internal needs of promoting the formation of an embedded interest relationship network at the subject level,an important measure to accelerate the shaping of the"pluralistic integration"ggovernance pattern at the field level,a new demand from vocational education reform triggered by industrial development at the target level,and a revolutionary revolution at the concept level towards deep industry-education integration.The inner mechanism for the construction of industry-education consortium is:facilitate the harmonious coexistence of multi-dimensional relationships in a diverse network of connections,promote the high-quality and complete development of the industrial economy through the in-depth industry-education cooperation,open up the joint boundary of industry and education to encourage the deep integration of both industry and education,in order to achieve the compatibility and mutual promotion of vocational education and industrial development and achieve the goal of"win-win".At present,there are practical difficulties in the construction of industry-education consortium in the city area,such as the unsound multi-subjects association mechanism,insufficient cohesion,slow evolution of the reciprocal symbiotic model,poor information linkage,loose interests linkage and insufficient integration resilience.Based on this,the natural path for the construction of industry-education consortium in the city area is proposed:build a vibrant institutional mechanism,increase the capacity of the symbiotic environment,build an information linkage platform,improve the efficiency of sustainable development,jointly build a""four truths"education environment,realize the"dual delivery"of projects and talents,strengthen the resilience of symbiotic units,and build a network ofinterests linkage.
