从脱域到复嵌:智媒时代网络空间现代化治理新路径

From Disembeding to Re-embedding:New Path to Modernization of Cyberspace Governance in the Era of Intelligent Media

网络空间治理是现代化治理的重要议题,也是坚持总体国家安全观、推动国家治理体系和治理能力现代化的重要要求。现代性背景下的网络空间符合吉登斯所提出的“脱域”特征,基于脱域机制的运行,网络空间呈现无规范的真空、技术的超前性和管制的滞后性错位,社会话语杂芜与群体极化现象,以及圈层凝结、主流价值难以引导,社会共识的解构与离身等现代性扩展的一般规律特征。因此,反思中国社会转型期网络空间的秩序治理问题,需要将“嵌入”纳入网络空间治理过程,通过政府、平台、用户等多主体嵌入实现协同治理,打造网络空间治理的共同体;在媒介可供性背景下通过场景嵌入以一摄多凝聚社会共识;同时引入涡轮模式打造智慧化治理体系,最终通过“嵌入”理顺现代性逻辑,形成多主体外部治理、涡轮模式内部治理、场景机制勾连的现代化治理体系。

Cyberspace governance is an important issue in modern governance,and it is also an important requirement for adhering to the overall national security concept and promoting the modernization of the national governance system and governance capabilities.The cyberspace in the context of modernity conforms to the"disembeding"characteristics proposed by Giddens.Based on the operation of the delocalization mechanism,the cyberspace presents a vacuum without norms,technological advancement and regulatory lag,social discourse confusion and group polarization,as well as the general characteristics of the expansion of modernity,such as the condensation of circles,difficulty in guiding mainstream values,and the deconstruction and detachment of social consensus.Therefore,to reflect on the issue of order governance in the cyberspace during China's social transformation period,it is necessary to incorporate"embedding"into the process of cyberspace governance,and achieve collaborative governance through the embedding of multiple entities such as government,platforms,and users,creating a community of cyberspace governance;Embedding scenes in the context of media availability to consolidate social consensus through one shot multiple;At the same time,the turbo model is introduced to create an intelligent governance system,ultimately streamlining the logic of modernity through"embedding",forming a modern governance system with multiple external governance entities,internal governance of the turbo model,and linkage of scenario mechanisms.
