我国职业教育数字化转型的现实样态与优化策略--基于全国18个试点省市国家智慧教育平台的调研分析

The Reality and Optimization Strategies of the Digital Transformation of Vocational Education in China——Based on the Research and Analysis of National Smart Education Platforms in 18 Pilot Provinces and Cities in China

为深入学习贯彻党的二十大精神和习近平总书记关于教育的重要论述,系统谋划教育强国建设的基本思路、战略目标、主要任务和重大举措,积极贯彻落实教育部党组“教育强国大调研”专项工作,课题组就“国家智慧教育平台应用深化”主题展开专项调研。在文献梳理与政策分析基础上,选择北京、上海、湖南、黑龙江等18个省份,与其中10个省的教育厅相关部门代表、28所学校负责人、63名教师、85名学生,就平台的实际使用情况、主要存在问题、可能影响因素、相关意见建议等展开访谈。调研发现,国家智慧教育平台是深化实施教育数字化战略行动的有效载体,是促进教育公平和质量提升、缩小数字鸿沟、推动教育强国建设的有效支撑。地方教育行政部门、学校和师生对于平台深化应用取得了一定成效,但仍需破解功能实现、内容构成、技术标准、教师培训等一些瓶颈问题。需要完善数字教育标准体系,搭建个性化资源检索平台,设置启发式的教学情境,加强教师数字化培训力度等,进而实现多方联动综合施策,构建推进平台应用的新格局。

The national smart education platform is an effective carrier for deepening the implementation of the education digitalization strategy.In order to continue to promote the construction and make full use of the platform,understand the practices and experience of local education administrative departments,schools,teachers and students in the application of platform,analyze the main problems existing,and propose future development directions,the research group carried out special research with the theme of“deepening the application of the national smart education platform”.The survey found that the deepened application of the platform has achieved certain results,but some bottlenecks such as function realization,content composition,technical standard and teacher training still need to be solved.It is necessary to improve the digital education standard system,build a personalized resource retrieval platform,set up heuristic teaching situations,and strengthen digital training for teachers,etc.,so as to realize multi-party comprehensive policy implementation and build a new pattern of promoting platform applications.
