“好心法治”范畴与茂名市域社会治理现代化建设——以乡村治理为视角

The Category of“Goodwill and Rule of Law”and the Modernization of Municipal Social Governance in Maoming:From the Perspective of Rural Governance

“好心法治”是茂名市近年新提出的市域社会治理范畴。该范畴形式上是指含有“地方性道德知识”的德治与法治的融合治理理念,本质上指向“政治、自治、法治、德治、智治”五治融合的基层治理理念、治理体系、治理能力、治理状态。茂名市域社会治理应当紧扣自身市域特点展开,尤其围绕影响乡村治理现代化的若干矛盾,以行业协会建设为抓手,健全乡村多元治理主体体系,以传统优秀“地方性道德知识”为依托,激活“好心文化”在基层社会治理中的强大动能,以县级融媒体建设赋能乡村治理,以党建引领增强乡村基层组织凝聚力。

The category of“goodwill and the rule of law”is a new category of municipal social governance proposed by Maoming in recent years.Formally,the category means the integrated governance concept of rule of virtue with“local moral knowledge”and rule of law.Essentially,it means the grass-roots governance mode of five governance integration of“political governance,autonomy,rule of law,rule of virtue and rule of wisdom”,and includes the governance concept,governance system,governance capability and governance state.The municipal social governance in Maoming should be carried out in combination with its own municipal characteristics,especially focusing on some contradictions that affect the modernization of rural governance,centralizing the construction of flavor fruit industry associations to improve the system of rural diversified governance,activating the strong momentum of“goodwill culture”in grass-roots social governance,which rely on traditional excellent“local moral knowledge”,empowering rural governance with the construction of county-level media convergence centers,and strengthening the cohesion of rural grass-roots organizations under the leading of the Party building.
