西部地方高校是西部高等教育普及化的主要实施者,是我国构建高等教育高质量发展体系必不可少的一部分。实现高质量发展是西部地方高校必然发展趋势,但其高质量发展内涵不明,面临着诸多现实困境:定位不明导致“同质化”现象严重,特色发展之路阻碍重重;高层次人才匮乏导致创新性发展难以为继;资源短缺和浪费并存导致发展乏力;管理及评价体制机制不健全;人才培养质量不高。合理定位,树立特色办学理念;限制无序流动,加强高层次人才队伍建设;明确各方职责,拓宽办学资源;健全体制机制,增强高校活力;转变人才培养模式,提高人才培养质量,满足区域社会人才需求,提升核心竞争力是其突破现实困境的适宜路径。

Local universities in western China are the main implementers of the popularization of higher education in western China,and they are an indispensable part of building the high-quality development system of higher education in China.Achieving high-quality development is an inevitable trend for local universities in the western region,but the connotation of high-quality development in education in local universities in the western region is unclear and faces many practical difficulties:The unclear positioning leads to a serious phenomenon of“homogenization”,and there are numerous obstacles to the path of characteristic development;The lack of high-level talents makes it difficult to sustain innovative development;The coexistence of resource shortage and waste leads to weak development;The management and evaluation system and mechanism are not sound;The quality of talent cultivation is not high.Reasonably positioning and establishing a distinctive educational philosophy;Restricting disorderly flow and strengthening the construction of high-level talent teams;Clarifing the responsibilities of all parties and expand educational resources;Improving institutional mechanisms and enhance the vitality of universities;Transforming the talent cultivation mode,improving the quality of talent cultivation,meeting the talent needs of regional society,and enhancing core competitiveness are suitable paths to break through these practical difficulties.
