国有企业党委开展前置研究重大经营管理事项的实践与启示——以H集团为例

Practice and Enlightenment of Pre-research on Major Operation and Management Issues by the Party Committee in State-owned Enterprises—A Case in Group H

国有企业治理是国家治理体系和治理能力现代化的重要组成部分。面对新形势、新要求,积极探索处理党委会、董事会、经理层等治理主体的关系,在深化改革背景下,对推动国有企业党的领导和公司治理有机融合具有重要的理论意义和实践意义。文章从开展国有企业党委前置研究的背景和意义入手,深入分析前置研究的主要内容和关键环节,以H集团党委落实前置研究的实践为例,思考下一步如何开展党委前置研究工作并提出相应建议。开展研究,探索完善前置研究工作程序、权责边界的途径,为国有企业高质量发展提供坚强的基础。

The governance of state-owned enterprises is an important part of the national governance system and the modernization of governance capacity.Facing the new situation and new requirements of deepening reform,an active exploration of how to handle the relationships between the Party committee,the board of directors and managers,is undoubtedly of great theoretical and practical significance for promoting the organic integration of Party leadership and corporate governance in state-owned enterprises.In this paper,the analyses of the background and significance are discussed,then the main content and key sectors of the pre-research on the Party committee of state-owned enterprises are analyzed in depth.Taking Group H’s practice of the pre-research of the Party committee as an example,some thoughts and suggestions on further improvement of pre-research of the Party committee are put forward,which involve probing into ways to improve the pre-research procedures and clarifying the boundaries of power and responsibility,in order to provide the guarantee for the healthy and stable development of state-owned enterprises.
