边疆民族地区经济高质量发展路径研究——以广西壮族自治区为例

Research on the High-Quality Economic Development Path in Border Ethnic Areas—A Case Study of Guangxi Zhuang Autonomous Region

治国必治边。广西地处我国华南地区西部,是我国与东盟陆海相连的边疆民族地区,在我国国家空间治理格局中,边疆民族地区发挥着非常重要的功能,其治理质效关乎国家主权和领土完整。欠发达、后发展的特殊区情,决定着广西面临壮大经济总量与加快产业转型升级的双重压力。研究广西经济高质量发展的动力机制与路径,对于巩固边疆安宁,实现边疆民族地区共同富裕具有重要意义。边疆民族地区经济发展是多个异质经济主体与环境互动的复杂系统。文章建立了要素—结构—功能—环境的互动关系研究框架,基于此研究框架,构建了边疆民族地区高质量发展的系统动力机制。为深入学习贯彻习近平总书记提出的“五个更大”重要要求,新时代奋力开创壮美广西建设新局面,提出要着力打造创新要素集聚高地,促进产业转型升级,推动“向海图强”高水平开放发展,构建生态经济体系,推动城乡融合发展,实现经济高质量发展的对策建议。

To govern the country well,we must first govern the frontiers well.Guangxi,located in the western part of South China,is a frontier region and an ethnic minority area connected to ASEAN by both land and sea.In China's national spatial governance pattern,the frontier and ethnic minority areas play a crucial role.The efficiency of governance in these areas directly affects the integrity of national territory and the effectiveness of national governance.Guangxi,being an underdeveloped region,faces the dual pressures of continuously expanding its economic aggregate and accelerating industrial upgrading.Therefore,it is of great significance to study the dynamic mechanisms and paths of High-quality economic development in Guangxi,in order to consolidate border peace and achieve common prosperity in frontier ethnic areas.The economic development of frontier ethnic areas is a complex system,involving multiple heterogeneous economic entities interacting with the environment.This article establishes a research framework that explores the interactive relationship between elements,structure,function,and the environment.Based on this framework,a systematic driving mechanism for High-quality development in frontier and ethnic minority areas is constructed.In order to deeply study and implement the important requirements of“the Five Greatest”,create a prosperous Guangxi in the new era,this article proposes focusing on creating a highland for gathering innovative elements,promoting industrial transformation and upgrading,facilitating High-quality open development,building an ecological economic system,promoting urban-rural integration,and achieving High-quality economic development.
