内蒙古自治区新能源开发布局与有序利用规划方案研究

Research on New Energy Development Layout and Orderly Utilization Planning Scheme in Inner Mongolia Autonomous Region

在总结内蒙古自治区新能源发展背景及基本原则的基础上,对全区风光资源潜力、布局和有序利用进行摸底和规划,实现了省级新能源系统性规划的全国首创;提出了一种省级新能源开发布局与有序利用的方法,并在内蒙古自治区开展了新能源开发的系统性研究。综合考虑资源潜力、土地利用、电网架构、消纳增长、产业布局等条件,在优化公网消纳、市场化消纳、外送消纳的基础上,提出内蒙古自治区新能源开发布局和建设时序。

On the basis of summarizing the background and basic principles of new energy development in Inner Mongolia Autonomous Region,the potential of wind and solar resources in Inner Mongolia Autonomous Region are investigated,and the layout and orderly utilization of wind and solar resources are planned,which is the first in China for the systematic planning of new energy at the provincial level.A new method for the systematic study of new energy development layout and orderly utilization in a provincial level is proposed,and the systematic research on new energy development is carried out in Inner Mongolia Autonomous Region using the proposed method.Considering comprehensively the resource potential,land use,power grid structure,consumption growth and industrial layout,and on the basis of optimizing public network consumption,market consumption and trans-regional consumption of new energy power generation,the development layout and construction timing of new energy in Inner Mongolia Autonomous Region are proposed.
