Research on the Status and Countermeasures of Youth Employment and Entrepreneurship in the New Era

本文分析了党的十八大以来我国青年就业创业的新环境、新特点、新问题,发现在全球经济增势普遍放缓和我国就业创业政策环境日趋完善的影响下,我国青年就业状况呈现青年劳动力质量提升明显、新业态青年规模持续壮大、青年就业质量不断提高、青年创业意愿呈逐年上升趋势、不同就业青年群体间差异明显、区域青年劳动力增减分化等特征,出现了青年就业总量与结构性压力并存、高校毕业生慢就业/缓就业问题突出、青年创业比例不断减少、部分青年劳动权益保障问题凸显、现行青年就业创业政策存在短板等问题,针对以上问题,本文从增强就业保障能力、缓解结构性就业矛盾、优化创业环境、以信息技术为支撑推进青年就业创业发展数字化治理等角度提出政策建议。

This paper analyzes the new environment,new characteristics and new problems of China's youth employment and entrepreneurship since the 18th National Congress of the Communist Party of China.It is found that under the influence of the general slowdown of global economic growth and the improvement of China's employment and entrepreneurship policy environment,the employment status of young people in China presents characteristics such as significant improvement in the quality of youth labor force,continuous growth of the scale of new business forms of youth,continuous improvement in the quality of youth employment,an increasing willingness of youth entrepreneurship year by year,significant differences among different groups of employed youth,and regional differentiation in the increase and decrease of youth labor force.There are some problems,such as the coexistence of total youth employment and structural pressure,the prominent problem of slow employment/slow employment of college graduates,the decreasing proportion of youth entrepreneurship,the prominent problem of labor rights and interests protection of some youth,and the shortcomings of the current youth employment and entrepreneurship policy.In view of the above problems,this paper puts forward policy suggestions from the perspectives of enhancing employment security ability,alleviating structural employment contradictions,optimizing entrepreneurship environment,and promoting digital governance of youth employment and entrepreneurship development supported by information technology.
