从“弱散装”到“强整装”——培育型都市圈县级单元新型城镇化特征与发展思考

From‘Scattered Fragments’to‘Whole Package’——Characteristics and Development of New Urbanization in County-level Units of Cultivating-type Metropolitan

在以城市群、都市圈为依托构建大中小城市协调发展格局中,县级单元作为我国社会经济发展和城乡建设的基层单元,是推进新型城镇化的关键和重点。本文以广东省正在培育的湛茂都市圈县级单元为对象,从区域角色、产业结构、人口与城镇化、建设用地使用、公共财政及城乡收入六个维度进行分析,总结出区域格局模糊与产业经济水平较低等“弱散装”的总体特征,整理出待解决的区域协调支撑、产业升级转型、城乡空间与公共服务品质提升及其资金短缺问题,提出需要在都市圈培育阶段,除了增强中心城市辐射能力外,更需要着手中心城市与县级单元联动迈向“强整装”的结论与建议。

Relying on urban agglomerations and metropolitan areas to build a coordinated development pattern of large,medium and small cities,county-level units,as the basic units of social and economic development as well as urban and rural construction in China,are the key points to promote new-type urbanization.This paper takes the county-level units of Zhanjiang-Maoming Metropolitan area in Guangdong Province as the object,analyzes from six dimensions of regional role,industrial structure,population and urbanization,construction land use,public finance and urban-rural income,and summarizes the overall characteristics of‘Scattered fragments’such as vague regional pattern and low level of industrial economy.This paper sorts out the problems need to be solved,such as regional coordination support,industrial upgrading and transformation,improvement of urban and rural space as well as public service quality,and shortage of funds,and puts forward the conclusion and suggestion that in the cultivation stage of metropolitan area,in addition to enhancing the radiation capacity of central cities,it is more necessary to start the linkage between central cities and county-level units towards being a‘Whole Package’.
