乡村振兴背景下粮食主产区农业保险发展对粮食生产安全的影响

Influence of Agricultural Insurance Development in Major Grain Producing Areas on Food Production Security in Rural Revitalization

基于2008-2021年中国13个粮食主产区的省级面板数据,构建包含供给能力、稳定性与可持续性的粮食生产安全评价指标体系,分别采用熵值法和固定效应模型测算粮食主产区粮食生产安全水平,实证分析粮食主产区农业保险发展对粮食生产安全的影响及东北、黄淮海、长江中下游三大粮食主产区的影响差异。结果表明:研究期间各粮食主产区粮食生产安全水平呈上升趋势但绝对数值不高;主产区农业保险发展对粮食生产安全呈现正向促进作用但作用程度有限,且存在区域差异,表现出对长江中下游区粮食生产安全存在显著的正向影响,东北区次之,黄淮海区不显著等情况。基于此,提出加大农业保险政策补贴范围、完善农业保险风险防范机制、深入探索绿色农业保险,并因地制宜完善各主产区农业保险政策等建议,以推动农业保险发展更好地保障粮食主产区粮食生产安全,全面推进乡村振兴。

Based on the provincial panel data of 13 major grain producing areas in China from 2008 to 2021,a food production security evaluation index system was constructed that included supply capacity,stability and sustainability.The entropy value method and fixed-effects model were adopted to measure the level of food production security in major grain-producing areas in China and empirically analyzed the impact of agricultural insurance development on food production security in these regions and the differences in the impact of agricultural insurance development in northeastern China,Huang-Huai-Hai region and lower reachers of Yangtze River.The results show that during the research period,the grain production security level in each major grain producing area showed an upward trend,but the absolute value was not high.The development of agricultural insurance in the areas has a positive effect on food production security but to a limited extent,and there exist regional differences,showing a significant positive effect on food production security in the Middle and Lower reaches of the Yangtze River,followed by the Northeastern China and the Huang-Huai-Hai region,which is not significant.It is accordingly proposed to expand the scope of agricultural insurance policy subsidies,improve the agricultural insurance risk prevention mechanism,explore green agricultural insurance in depth,and improve the agricultural insurance policy in each main production area based on local conditions in order to promote the development of agricultural insurance to better guarantee the security of food production in the major grain production areas and comprehensively promote rural revitalization.
