The Trend and Development Limits of Scientific and Technological Cooperation between Japan and EU

摘要 在中美科技竞争日益激烈的背景下,日本与欧盟不断开展并深化科技合作,试图在全球科技竞争中实现弯道超车,强化全球科技治理的“日本、欧洲色彩”,并加强“战略自主”以平衡中美科技博弈带来的风险。日欧科技合作的深化程度受到日欧自身发展、双方内在矛盾以及美国压制等因素限制。未来中国应加强研究和部署,既防止日欧与中国科技“脱钩”,又主动突破西方“技术联盟”壁垒,努力与日欧建立并实施“科技伙伴计划”,共同推动全球科技治理良性发展。 In the context of the increasingly fierce technological competition between China and the United States,Japan and the European Union continue to expand and deepen scientific and technological cooperation to achieve cornering overtaking in global technological competition,strengthen the Japanese and European colors of global technological governance,and strengthen strategic autonomy to balance the risks brought by the technological game between China and the United States.At the same time,the deepening of Japan-EU scientific and technological cooperation is limited by the limitations of Japan and Europe's own development,the internal contradictions between the two sides,and the suppression from the United States.China should strengthen research and deployment,not only guard the bottom line,prevent the decoupling of Japan and Europe from China's science and technology,but also take the initiative to break through the barriers of the Technology Alliance,and strive to establish and implement the Science and Technology Partnership Program with Japan and Europe to jointly promote the healthy development of global science and technology governance.
