基于政策文本分析的福建省职务科技成果单列管理改革建议研究

Research on the Reform Suggestion for Separate Management of Job-related Scientific and Technological Achievements in Fujian Province Based on the Policies Texts Analysis

[目的/意义]职务科技成果单列管理改革对于福建省提升创新能力具有积极的探索意义。[方法/过程]通过比较国内其他省份有关职务科技成果单列管理的政策文本,梳理出试点政策要点,并对制定职务科技成果单列管理政策要点的原因及作用进行分析。[结果/结论]对福建省制定职务科技成果单列管理改革政策提出建议:明确规定职务科技成果管理区别于一般性国有资产管理;加大成果所属单位的自主管理权限;加强单位内部监管机制;建立以长周期、从严追究违纪违法责任为特点的外部考察机制。

[Purpose/significance]The separate management reform of job-related scientific and technological achievements has positive exploration significance for improving the innovation ability of Fujian Province.[Method/process]By comparing the policy texts of other provinces in China on the separate management of job-related scientific and technological achievements this paper sorts out the key points of the pilot policies analyzes the reasons and effects of formulating the policy points of the separate management of job-related scientific and technological achievements.[Result/conclusion]Suggestions are put forward for Fujian Province to formulate the reform policy of separate management of job-related scientific and technological achievements:clearly stipulate that the management of job-related scientific and technological achievements is different from the management of general state-owned assets;increase the independent management authority of the units to which the results belong;strengthen the internal supervision mechanism of the unit;establish an external inspection mechanism characterized by long-term and strict accountability for violations of discipline and law.
