The Performance Evaluation System of New Type Think Tanks with Chinese Characteristics:Functional Positioning and Indicator Construction

智库绩效评价体系的建设既事关我国新型智库发展大局,亦是提升智库决策咨询效能的重要手段,有助于激励智库供给高质量的政策产品,同时,也属于智库研究中不可或缺的组成部分。本研究运用文献资料和理论推演的方法,借助结构性的量化方式构建新型智库的绩效指标体系,旨在探索符合我国智库发展规律的绩效评价机制,以完整反映我国新型智库建设质量。同时,依据投入产出理论,分析智库中“投入资源—产出效益”的逻辑内涵,建构包括主客观指标的评价内容,以期提供一种新的评价思路,适时总结智库绩效评价的内涵特征与功能定位,揭示智库绩效评价的一般规律及其内在逻辑,期待借助完善评价方法、拓展评价导向、遴选多元化评价主体等途径,为新型智库治理体系建言献策。

The performance evaluation system construction of think tanks is not only related to the overall develop‐ment of new type think tanks in China,but also an important means to improve the efficiency of think tanks decision-making consultation.It helps to encourage think tanks to provide high quality policy products.It is also an indispensable component of think tank research.This study uses the methods of literature review and logical analysis,and utilizes a struc‐tural quantitative approach to construct a performance indicator system for new think tanks.This study aims to explore a performance evaluation mechanism that conforms to the development laws of think tanks in China,in order to fully reflect the quality of the construction of new type think tanks in China.At the same time,based on the input-output theory,this study analyzes the logical connotation of“input resources-output benefits”in think tanks,and constructs evaluation con‐tents including subjective and objective indicators to provide a new evaluation approach.By summarizing the connotation,characteristics,and functional positioning of think tanks performance evaluation timely,we aim to reveal the general laws and internal logic of think tanks performance evaluation.We look forward to using methods such as improving evaluation methods,expanding evaluation guidance,and selecting diversified evaluation subjects to provide suggestions and sugges‐tions for the new type think tanks governance system.
