基层社会治理共同体如何提升社会治理效能——基于广西12个县(区)的田野调查分析

How to Improve the Social Governance Efficiency in Grassroots Social Governance Communities:A Fieldwork Analysis Based on 12 Counties(Districts)in Guangxi

基层社会治理是国家治理现代化的重要内容。基层社会治理效能提升是一项复杂的系统工程,社会治理共同体建设是基层社会治理体系的核心基础。如何在社会发展中形成有效治理主体以推动社会发展,进而全面提升社会治理效能?社会治理共同体建设与社会治理效能提升的实然逻辑和具体路径有待明确。本文基于社会资本理论和赋能理论,构建以意识赋能、结构赋能、资源赋能形成基础支撑,以搭建互动平台、规范协商议事、完善服务供给构建平衡体系,以激发多元主体活力与提升社会治理效能互动作用的理论分析框架。结合广西6个市12个县(区)的13个万人以上易地扶贫搬迁社区的田野调查分析与多案例调查验证可见,社会治理共同体要通过打造赋能体系、规范协商机制、完善服务供给有效提升社会治理效能,需要以多向授权赋能夯实基础、以多元资源整合承接载体、以多方活力激发强化动力促进社会治理效能持续提升,促进中国社会治理的制度优势转化为社会治理效能。

Grassroots social governance is an important part of the modernization of national governance.Improv‐ingthe grassroots social governance efficiency is a complex systematic task.The social governance community construction is core and foundation of the grassroots social governance system.How to form effective governance subjects in social de‐velopment to promote social development and the comprehensive improvement of social governance efficiency?The inher‐ent logic and specific pathways connecting the construction of the social governance community and the enhancement of so‐cial governance efficiency remain to be clarified.This article is based on the theory of social capital and the empowerment theory,and constructs a theoretical analysis framework that forms the foundation support through consciousness empower‐ment,structural empowerment,and resource empowerment.The theoretical analysis framework constructs a balanced sys‐tem by building interactive platforms,standardizing negotiation and deliberation,and improving service supply.The theo‐retical analysis framework aims to stimulate the vitality of diverse subjects and enhance the interactive effect of social gover‐nance efficiency.Based on the fieldwork analysis and multi-case survey verification of 13 relocated communities with over 10000 people in 12 counties(districts)of 6 cities in Guangxi,the conclusion is that the social governance community needs to effectively improve its social governance efficiency by building an empowerment system,standardizing negotiation mechanisms,and improving service supply.In order to promote the continuous improvement of social governance effi‐ciency,it needs to consolidate the foundation through multi-directional authorization and empowerment,integrate multiple resources to undertake the carrier,and stimulate and strengthen the power of multiple parties.Finally,we need to promote the transformation of the institutional advantages of social governance in China into the social governance efficiency.
