中国与东盟国家共建“一带一路”十周年回顾、挑战及发展路径

Review,Challenge and Development Path:At the 10th Anniversary of the Joint Construction of the Belt and Road Between China and ASEAN Countries

“一带一路”倡议提出十年来,东盟始终是优先推进地区,中国与东盟国家在“五通”合作上取得诸多重要成果。在新的国际政治经济形势下,双方共建“一带一路”面临系列风险挑战,域外大国的干预、东盟国家对中国发展与崛起的消极认知、东盟国家固有的政治不确定性等因素都将影响双方合作的稳定进行。同时,挑战中也孕育着新的机遇,如多重冲击下中国-东盟命运共同体建设迈上更高台阶;全球“去美元化”持续加速为人民币在东盟的区域化带来契机;高质量发展催生双方在数字经济、绿色经济、旅游等领域的广泛合作。为此,需加强机制化与规则标准建设,加强国际传播能力建设,加快推动“小而美”项目的建设,构建更为紧密的中国-东盟命运共同体。

Since the Belt and Road Initiative(BRI)was proposed ten years ago,ASEAN has always been the priority region for promotion.China and ASEAN countries have made many important achievements in the"five-pronged approach"cooperation.Under the new international political and economic situation,the two sides are facing a series of risks and challenges in jointly building the Belt and Road.The intervention of foreign powers,the negative perception of ASEAN countries on China's development and rise,the inherent political uncertainty of ASEAN countries and other factors will affect the stability of cooperation between the two sides.At the same time,challenges also breed new opportunities.For example,the construction of China-ASEAN community with a shared future reaches a higher level under multiple impacts;the continuous acceleration of global"de-dollarization"brings opportunities for the regionalization of RMB in ASEAN;high-quality development gives rise to extensive cooperation between the two sides in the fields of digital economy,green economy and tourism.To this end,it is necessary to strengthen the construction of mechanisms as well as rules and standards,enhance international communication capacity,accelerate the construction of"small and beautiful"projects and build a closer China-ASEAN community with a shared future.
