海口市居民住房保障方式选择偏好研究

A Study of the Choice Preferences for Housing Security Modes of Residents in Haikou City

建立良好的住房保障体系是海南自由贸易港建设在基础民生领域的应有之义。文章选取海口市作为实证调研区域,采用二元Logit回归模型,分析海口市居民住房保障方式的选择偏好及其影响因素,为住房保障政策设计提供有益参考。研究结果表明(:1)515个受访者中住房实物保障方式和货币补贴方式的选择偏好大体相当,分别占比49%和51%;(2)个人因素、住房因素以及政策感知因素都对居民的住房保障方式选择偏好具有影响,处于不同家庭生命周期阶段的居民住房保障方式选择偏好不同,不同住房保障方式选择偏好的居民在意的住房因素也不同。研究结论(:1)住房保障政策改革需进一步提高货币补贴标准,推进两种住房保障方式并举(;2)应构建住房保障模式有条件转换机制,以满足居民在不同家庭生命周期阶段的动态住房需求。

Establishing a good housing security system is an important task for the construction of Hainan Free Trade Port in the field of basic people's livelihood.With Haikou City as the empirical research area,this paper uses a binary Logit regression model to analyze the choice preferences for housing security modes of residents and their influencing factors,so as to provide useful reference for housing security policy design.The results show that:(1)The preferences of 515 respondents for physical housing security and monetary subsidies are roughly equal,accounting for 49%and 51%respectively.(2)Personal factors,housing factors and policy perception factors all have an impact on residents'preferences for housing security modes.Residents in different household life cycles show different preferences for housing security modes,and residents with different preferences for housing security modes also care about different housing factors.In brief,the reform of housing security policy should further improve the monetary subsidy standard and promote the simultaneous development of two housing security modes.Additionally,a conditional conversion mechanism for housing security modes should be established to meet the dynamic housing needs of residents in different family life cycle stages.
