省域副中心城市概念内涵、特征功能与评价体系研究

Theoretical Connotation,Characteristics,Functions,and Evaluation System of Provincial Sub-central Cities

建设省域副中心城市是促进区域协调发展的重要举措,近期全国有10余个省份提出打造30多个省域副中心城市的计划。但社会各界对省域副中心城市的概念内涵认识尚不统一,省域副中心的基本特征和功能并不明确。省域副中心城市应具有经济优势突出、产业竞争力强、人口规模较大和交通区位优越等基本特征,分担部分中心城市功能、强化特色优势产业发展、带动区域经济快速发展等基本功能。根据省域副中心城市的内涵特征与发展目标,结合国家批复的7座省域副中心城市及各省发文明确的14座省域副中心城市的基本情况,构建一套用于评价省域副中心城市发展状况的指标体系,并对其进行评价。从评价结果看,这21座城市中有3座已经具备省域副中心城市的基本功能,有9座城市具备成为省域副中心城市的发展条件,另有9座城市尚未达到成为省域副中心城市的条件。为充分发挥省域副中心城市的作用,其选择要根据各省及备选城市的实际情况综合考虑,尽可能选择处于培育期和发展期的城市重点建设。

Building provincial sub-central cities is an important measure to promote regional coordinated development.Recently,over 10 provinces in China have proposed to build more than 30 provincial sub-central cities.However,the concept and connotation of provincial sub-central cities are not unified,and the basic characteristics and functions of these cities remain unclear.Provincial sub-central cities should have prominent economic advantages,strong industrial competitiveness,large populations,and convenient transportation.With these advantages,they can undertake partial basic functions of central cities,boost the development of characteristic industries,improve economic scale and development,and drive the development of adjacent areas.On the basis of the connotation and development goals of provincial sub-central cities,this study established an indicator system for evaluating the development status of provincial sub-central cities by using the data of 7 provincial sub-central cities approved by the state and 14 provincial sub-central cities specified in provincial documents.The evaluation results showed that 3 out of the 21 cities had the basic functions of provincial sub-central cities.Nine cities had the development conditions to become provincial sub-central cities,while 9 cities did not.The actual situations of each province and candidate city should be fully considered in the selection of provincial sub-central cities,so that their roles can be given to full play.The cities in the incubation and development stages can be selected.
