东北地区经济韧性测度与空间演化分析

Spatial Pattern of Economic Resilience in Northeast China

本文通过构建区域经济韧性综合评价体系,对2009—2020年东北地区34个城市经济韧性进行测度,并对东北地区经济韧性总体空间演化和不同省份内部城市经济韧性空间演化差异进行分析。近年来,随着东北振兴政策的逐步实施,东北地区营商环境和产业结构得到持续改善,但从区域经济韧性的评价结果来看,仍有很大的提升空间。实证研究结果表明,东北地区区域经济韧性整体水平不高,资源型城市经济韧性较低,规模大的城市经济韧性较高,中心城市经济韧性明显高于非中心城市,尚未形成具有辐射带动功能的经济增长极,区域内部经济发展存在不均衡的现象。为加快东北全面振兴步伐,摆脱路径依赖,应进一步提高东北地区服务业与工业和农业的融合度,加快培育新兴产业,通过创新促进传统产业转型升级,健全产业体系。

This study built a comprehensive evaluation system for regional economic resilience and then used this system to measure the economic resilience of 34 cities in northeast China from 2009 to 2020.The overall spatial evolution of urban economic resilience in northeast China and the spatial evolution within different provinces were analyzed.With the gradual implementation of the policies for revitalizing northeast China in recent years,the business environment and industrial structure in this region have been continuously improved.However,the evaluation results showed that the overall economic resilience in this region remained to be improved.Specifically,the economic resilience was weak in resource-based cities and non-central cities and strong in large cities and central cities.An economic growth pole capable of leading the adjacent areas had not been formed,and the economic development was imbalanced in northeast China.To accelerate the overall revitalization of northeast China and get rid of path dependence,efforts should be made to improve the industrial system by integrating the service industry with industry and agriculture,accelerating the cultivation of emerging industries,and promoting the upgrading of traditional industries via innovation.
