完善的交通运输体制机制是交通强国建设的根本保障。当前,虽然我国交通运输业已取得举世瞩目的成就,但与交通强国建设和中国式现代化建设的要求相比,仍然存在不少问题和发展差距,其背后的根本原因在于交通运输管理体制仍不完善,协调运行机制明显滞后。立足新发展阶段,急需转变思路,准确研判新时代我国交通运输体制机制改革的形势要求与重点方向,坚持政府和市场双轮驱动和双向发力,统筹重点领域管理体制深化改革与关键环节运行机制全面创新双措并举,持续渐进式深化与交通强国建设相适应的交通运输体制机制改革,为交通运输高质量发展、交通强国建设及全面支撑新发展格局构建提供坚实的制度保障。

A sound transportation system and mechanism is the key for building up China's strength in transportation.Although China's transportation industry has achieved remarkable progress,there are still problems and development gaps considering the requirements of building up China's strength in transportation and the Chinese path to modernization.The main reason lies in the unsound management system and outdated coordination mechanism.At the new stage of development,there is an urgent need to accurately assess the situation,requirements,and key directions of the reform of China's transportation system and mechanism.The role of both the government and the market as the drivers should be given to full play in the reform.The management system reform in key fields should be deepened,and meanwhile the key links in the operation mechanism should be comprehensively innovated.Continuous efforts should be made to deepen the transportation system and mechanism reform,so as to provide a system guarantee for achieving high-quality development of transportation,building up China's strength in transportation,and establishing a new development pattern.
