生态振兴视角下畜禽粪污污染治理中的法治困境及化解

Legal quandaries and countermeasures in governance of domestic animals and poultry wastes from perspective of ecological revitalization

乡村振兴战略是我国在全面建成小康社会后缩小城乡发展差距提出的重要战略举措。乡村振兴关乎产业、人才、文化、生态、组织,五位一体,环环相扣。生态振兴是与生态文明建设、美丽中国建设目标相一致的,其对于农村环境治理提出了新的要求。本文以农村畜禽养殖中的粪污污染治理为对象,探究畜禽粪污污染治理法治化中的困境,从立法、执法、司法及守法四个维度分别分析并提出了化解困境的对策。

Rural Revitalization Strategy is an approach of great significance in bridging the gap between urban and rural areas upon the accomplishment of an overall well-being society.Rural revitalization is composed of five key elements,i.e.,industry,talent,culture,ecology and institution,which is highly interlinked.Ecological revitalization is in coordination with the construction of ecological civilization and Beautiful China,which lists some new requirements for rural environmental protection.This paper analyzes the legal quandary and countermeasures in governance of rural domestic animals and poultry wastes from the perspectives of legislation,enforcement,judicial activities and law obey⁃ance.
