中国式现代化进程中民族地区国家通用语言文字的高质量推广普及:时代内涵与发展路向

On the High-Quality Promotion and Popularization of the Standard Spoken and Written Chinese Language in Ethnic Areas in the Process of Chinese-Style Modernization:The Connotation of the Times and the Direction of Development

新时代我国语言文字工作的中心任务是以铸牢中华民族共同体意识为主线、以乡村振兴战略为引领,接续实施国家通用语言文字推广普及的高质量发展。本文围绕党的二十大报告中我国经济社会高质量发展的时代内涵与实践要求,结合习近平总书记关于教育发展及语言文化的重要论述,阐释“十四五”时期国家通用语言文字普及深化的价值意蕴,并由当前“依法治语”框架构建、推普成效显现、教育体系建立、语言文字工作保障等方面的发展新态势,分析民族地区国家通用语言文字普及提升工作的格局性变化。由此提出,当前及未来民族地区国家通用语言文字推广普及高质量发展的规划思路,应从提升语言基础能力、传导语言经济效益、发挥语言产业能效、建立语言服务体系、促进语言教育发展以及构建和谐语言生态等方面,探索中国式现代化进程中提高民族地区国家通用语言文字普及水平和质量的发展路向,为推动国家和区域经济社会协调发展、促进各民族交往交流交融贡献“语言之智”。

Through more than 60 years of effort,significant progress has been made in promoting and popularizing the standard spoken and written Chinese language.The popularity rate of Putonghua has exceeded 80%,and the proportion of the literate population using standardized Chinese characters has exceeded 95%.These achievements provide a quantitative basis and supportive conditions for taking the program to the next level.At the same time,the field of linguistics is also characterized by unique contemporary features and practical application value.Given all the previous,this study concludes that during the“14th Five-Year Plan”period,continuous efforts should be made to enhance the capacity and proficiency of language professionals in serving the overall strategic objectives of the Party and nation.This is in order to facilitate the coordinated development of the national and regional economies and societies,as well as foster interethnic exchanges and interactions.“Increasing the promotion of standard spoken and written Chinese”reflects a new trend in the language industry to proactively align with the national development strategy in the new era of China.As a result,the primary objective of China’s language efforts in the new era is to promote the high-quality development of the standard spoken and written Chinese language.This should be done with a focus on fostering a strong sense of community for the Chinese nation and implementing the rural revitalization strategy.At the present stage,the“regional situation”and“language conditions”in ethnic areas have undergone a pattern of change.This paper analyzes these changes in promotion and enhancement of standard spoken and written Chinese in ethnic regions.It focuses on the framework of“governance of the language according to law,”the effectiveness of the promotion of Putonghua,the establishment of an education system,and the safeguarding of language work.The goal is to analyze the changes in the promotion and enhancement of the standard spoken and written Chinese language during the“14th Five-Year Plan”period.It additionally aims to promote a coordinated development of material civilization and spiritual civilization in ethnic areas,and to enhance the modernization of the local economy and society by improving regional language proficiency.In summary,in the future it is deemed essential to focus on the necessary requirements and strategic arrangements for“Chinese-style modernization.”This includes further promoting the continuous development of high-quality standard spoken and written Chinese language in ethnic areas,as well as conducting extensive investigations on language usage,language policy,and language planning in these areas.These efforts ideally will contribute to the top-level design of regional language policies and the development of language proficiency.One should adhere to the principles of integrity and innovation and explore ways to improve the popularization and quality of the national standard language in ethnic areas in the new era.This can be conceivably achieved by enhancing language proficiency,maximizing the economic benefits of language,optimizing the efficiency of the language industry,establishing a language service system,promoting language education,and fostering a harmonious language ecology.
