“平急结合”在城市物流枢纽信息系统的构建研究 被引量:1

摘要 社会经济快速发展使物流枢纽在城市生产、生活中的作用和地位不断提升,构建“平时服务、急时应急”的平急结合的城市物流枢纽体系,既是保障城市正常生产流通的需要,也是实现高效、可持续应急物流体系的要求。物流信息系统是枢纽的指挥控制中心,其功能与运行状态直接影响设计枢纽系统的效率和效益。而当前的应急物流信息系统存在获取数据不全、不准和整合度不高等问题,无法适应应急物流企业降本增效要求,亟待开发功能更完善、技术更先进的系统。在分析应急物流信息处理要求和现有系统存在问题的基础上,文章提出构建基于区块链的基础信息平台和打造支持管控协同推进、支持业务高效透明开展的信息子系统,以提升物流枢纽系统在信息获取、加工、分析和利用的能力及水平,更好适应“平急结合”物流业务的推进。 With the rapid development of social economy,the role and status of logistics hubs in urban production and life have been enhanced uninterruptedly.The construction of an urban logistics hub system"combining with peacetime service and emergency response"is not only the need to ensure the normal production and circulation of the city,but also the requirement of realizing an efficient and sustainable emergency logistics system.Logistics information system is the center of the hub for commanding and controlling,and its function and running state affect directly the efficiency and benefits of the design hub system.However,the current emergency logistics information system possesses the problems of incomplete data acquisition,inaccurate and low integration degree,which cannot meet the requirements of emergency logistics enterprises to reduce the costs and increase efficiency.So,it needs urgently to develop a more complete system with more advanced technology.Based on the analysis on emergency logistics information processing requirements and existing problems in the existing system,this paper proposes to build a basic information platform based on blockchain and an information subsystem.It supports the coordinated promotion of management and control and the efficient and transparent development of business,so as to improve the ability and level of the logistics hub system in information acquisition,processing,analysis and utilization.It is better adapted to the advancement of emergency combined with logistics business.
