后冬奥时代冰雪运动助推中国式体育治理现代化建设研究

Research on Ice and Snow Projects to Promote the Improvement and Development of Public Sports Governance

中国式现代化背景下,探析后冬奥时代我国冰雪运动发展的内在理路以及助推中国式体育治理现代化建设的路径。采用文献资料法、专家访谈法、逻辑分析法等研究方法,通过对后冬奥时代冰雪运动推动和拓展了中国式体育治理现代化发展,完善了我国冰雪运动公共服务发展措施,加速了冰雪运动产业结构的转变以及改变“南北地区”发展不平衡现状等加以阐释,提出了优化路径。研究认为,在政府职能部门的引导力量、社会组织的中介力量、冰雪企业的市场力量、社会民众的参与力量的共同作用下,通过实施创新冰雪运动发展理念、推动冰雪“体育产业”与“体育事业”协同发展、进一步深化冰雪运动管理体制机制改革、不断探索冰雪运动转型发展模式等优化路径,可助推中国式体育治理现代化建设。

In order to explore the internal logic and optimization path for the development of ice and snow sports to further pro-mote the modernization process of Chinese style public sports service governance,research methods such as literature review,ex-pert interview and case analysis are used to conduct in-depth discussion from three aspects:motivation,the relationship between the two and how the“development benefits”of the ice and snow industry can be well developed.The research believes that the sup-port of relevant policies for the development of ice and snow sports,the improvement of people’s living standards,the enhance-ment of national cultural self-confidence,and the continuous appearance of the effects of the Winter Olympics are the driving forc-es for the development of ice and snow sports in Beijing.In the post Olympic era,ice and snow sports have promoted and expand-ed the modernization of Chinese style public sports service governance,and taken the Beijing Winter Olympic Games as an oppor-tunity to promote the transformation of the ice and snow sports industry structure,bridging the imbalance in the development of public sports services in the“North and South region”.It is of great era value and practical significance to propose optimization paths such as coordinating the“sports industry”and“sports cause”of ice and snow sports,improving the management system and mechanism of ice and snow sports,innovating the concept of ice and snow sports development,and reshaping the industrial influ-ence of ice and snow sports,for improving the public sports service governance system and promoting the modern development of ice and snow sports.
