India's Security Cooperation with Vietnam and Its Influence on China under Modi Administration

莫迪政府上台后,持续推进“东向行动政策”,在东南亚方向上,印度与越南的战略合作关系得到进一步发展与提升,特别是两国的安全合作得以大范围展开。双方传统防务安全合作不断升级,两国安全合作机制日益完善。随着防务合作的深入,两国在能源、公共卫生、网络及外太空等非传统安全领域的合作也不断扩大。另一方面,两国战略目标的差异性、综合实力的固有限制及地区国际格局的制约对印越安全合作的深度与广度造成一定障碍,但目前双方安全合作关系并未进入瓶颈期,还有很大上升空间。新时期的印越安全关系对中国周边安全、南海主权与权益及“一带一路”建设带来的消极影响不容忽视,需要中国积极应对。

After the Modi government took office,it continued to promote the policy of“Act East".In the direction of Southeast Asia,the strategic cooperative relationship between India and Vietnam has been further developed and promoted,especially the security cooperation between the two countries has been carried out in a wide range.The traditional defense and security cooperation between the two sides has been continuously upgraded,and the security cooperation mechanism between the two countries has been improved.With the deepening of defense cooperation,bilateral cooperation in such non-traditional security fields as energy,public health,cyber and outer space has been expanding.On the other hand,the divergence autonomy of the two nations strategic objectives,the inherent limitations of their comprehensive strength and the constraints of the regional and international pattern have caused some obstacles to the depth and breadth of India-Vietnam security cooperation.However,the bilateral security cooperation relationship has not entered the bottleneck stage yet and there is still much room for improvement.The negative impact of India-Vietnam security relations in the new era on China's Neighboring security,sovereignty and rights and interests in the South China Sea and the Belt and Road Initiative should not be ignored,and China should actively respond to it.
