Establishing a Data Development Perspective

党中央将数据列为继土地、劳动力、资本、技术之后新的生产要素,是立足新发展阶段、贯彻新发展理念、构建新发展格局的重大举措,对促进经济社会发展意义重大。本文分析了数据要素价值,从数据要素与传统要素的区别提出了数据发展观的四个要点,明确提出要加快培育壮大数据要素多元流通机制,充分发挥数据要素的放大、叠加、倍增作用,对于经济社会高质量发展具有深远影响。

The Central Committee of the Communist Party of China has listed data as a new element of production after land,labor,capital,and technology,which is a major measure to establish a new stage of development,implement new development concepts,and construct a new development pattern.It is of great significance for economic and social development.This article analyzes the value of data element and proposes four key points of the data development perspective based on the difference between data element and traditional elements.It clarifies the need to accelerate the cultivation and growth of the data element multiple circular mechanisms,fully leverage the amplification,superposition,and multiplication effects of data element,and have a profound impact on economic and social development.
