城市数据治理体系构建的现状、问题与对策研究

Research on the Current Situation, Problems and Suggestions of Urban Data Governance System Construction

健全的城市数据治理体系已成为城市开展数字治理和城市数字经济高质量发展的必要保障和重要前提。基于国内外城市数据治理体系构建的先进经验以及相关理论,本文指出当前城市数据治理体系构建面临数据治理理念欠缺、公共数据共享机制不畅、数据管理机制尚不健全、应用场景开发不足等挑战。为推进城市数据治理体系建设,本文针对性地提出了加强数据治理理念与业务培训、加快推进数据汇集共享与开放利用、建立数据质量全周期管理机制、加强场景驱动的数据治理等对策建议。

A sound urban data governance system has become a necessary guarantee and important premise for urban digital governance and high-quality development of urban digital economy.Based on the advanced experience of urban data governance system construction at home and abroad as well as relevant theories,this paper points out that the construction of the current urban data governance system is facing challenges such as the lack of data governance concepts,poor public data sharing mechanism,incomplete data management mechanism,and insufficient development of application scenarios.In order to promote the construction of urban data governance system,this paper puts forward countermeasures and suggestions to strengthen the concept of data governance and business training,accelerate the promotion of data collection,sharing and open utilization,establish the full-cycle management mechanism of data quality,and strengthen the scene-driven data governance.
