科技计划项目指南形成及发布机制研究——基于目标导向与自由探索结合策略

计划项目申报指南作为申报计划项目的纲领性、说明性文件,起到了构建整体框架、布局重点研究方向、引领技术攻关的关键作用。本文通过对项目指南发布机制及管理现状进行研究,探索建立以目标导向与自由探索相结合的指南编制机制。通过调查问卷、座谈访问等多种方式对目前科技计划项目指南形成及发布中存在的问题进行分析,并提出了对应的优化策略,为构建更加科学、全面、客观的申报指南提供了新的决策依据。

As a programmatic and explanatory document for the application of planned projects,the guide for the application of planned projects plays a key role in building the overall framework,laying out key research directions,and leading the technological breakthrough.This paper explores the establishment of a guide preparation mechanism that combines goal-oriented and free exploration by studying the guide release mechanism and management status.Through questionnaires,panel interviews and other ways,combined with the specific problems in the process of the formation and release of the current guide,put forward relevant countermeasures and suggestions.
