数字治理视域下公共文化云服务内涵拓展与路径优化研究

Research on the Connotation Expansion and Optimization Path of Public Culture Cloud Service from the Perspective of Digital Governance Theory

随着我国公共文化数字化建设的持续深化,公共文化云服务逐渐成为公共文化数字化建设的主要模式,承担着推动公共文化服务数字化转型的重要任务。但当前我国公共文化云服务基本处于以公共文化云平台建设为中心的工具理性阶段,与公共文化服务数字化转型的复杂性和群众文化需求的多样性不相匹配,在一定程度上阻碍了公共文化云服务效能的进一步发挥。文章基于数字治理理论解释框架,从“功能—结构—价值”三重向度出发,建构了涵盖数字化治理价值、数字化结构关系、数字化治理机制、数字化文化供给和数字化文化场景在内的公共文化云服务框架体系,针对公共文化云服务的现有问题,提出加强数字治理的价值引领、重构数字化结构关系、完善数字化治理机制、提升数字化供给能力和创设数字化文化场景的优化路径。

With the continuous deepening of public culture digitization construction,public culture cloud service is gradually becoming the main model of public culture digitization,and assumes important tasks for promoting the digital transformation of public cultural service.However,the current public culture cloud service in China is basically in the stage of instrumental rationality centered on the construction of public culture cloud platform,which does not match the complexity of the digital transformation of public cultural services and the diversity of the cultural needs of the masses,and to a certain extent impedes the further development of the effectiveness of the public culture cloud service.Based on the framework of digital governance theory,the article constructs a framework system of public cultural cloud service covering digital governance value,digital structural relationship,digital governance mechanism,digital cultural supply and digital cultural scene from the triple direction of"function-structure-value".In view of the existing problems of public culture cloud services,the optimization paths of strengthening the value leadership of digital governance,reconstructing digital structural relationship,improving digital governance mechanism,enhancing digital supply capacity and creating digital cultural scenes are proposed.
