我国“十四五”科技创新战略研究与启示——基于人民网新闻数据

Research and Enlightenment on Scientific and Technological Innovation Strategy of China’s“14th Five-Year Plan”Based on News Data from People’s Daily Online

[目的/意义]准确把握科技创新战略能够为政府工作人员、科学研究人员和企业管理人员准确理解国家战略发展目标提供决策支持。[方法/过程]构建了基于新闻数据的科技创新战略主题多维度分析框架,从人民网数据库中采集“十四五”规划实施前后发布的科技创新战略相关新闻,在主题发现的基础上,通过主题强度、主题态势和战略坐标图多个维度对比“十四五”规划实施前后科技创新战略的变化特征。[结果/结论]高质量科技创新人才、科技创新重点规划等主题是“十四五”规划科技创新战略中的核心,高新技术人才政策是相对独立的主题,对科技创新战略具有重要的支持作用,规划实施后更加关注科技创新人才与人才教育。研究结论为政府、科研单位和企业接下来的工作重点提供了方向和思路。

[Purpose/significance]Accurately grasping the scientific and technological innovation strategy can provide decision supports for government staff scientific researchers and enterprise managers to accurately understand the national strategic development goals.[Method/process]This paper constructs a multi-dimensional analysis framework of scientific and technological innovation strategy themes based on news data collects related news of scientific and technological innovation strategy released before and after the implementation of the 14th Five-Year Plan from the database of People’s Daily Online and compares the change characteristics of scientific and technological innovation strategy before and after the implementation of the 14th Five-Year Plan through multiple dimensions of theme intensity theme situation and strategic coordinate map on the basis of theme discovery.[Result/conclusion]The theme of high-quality scientific and technological innovation talents and the key planning of scientific and technological innovation are the core of the scientific and technological innovation strategy of the 14th Five-Year Plan.The policy of high-tech talents is a relatively independent theme which plays an important role in supporting the scientific and technological innovation strategy.After the implementation of the plan more attention is paid to scientific and technological innovation talents and talent education.The research conclusions provide the direction and ideas for the government scientific research institutions and enterprises to focus on the next work.
