“工具-目标”框架下数字政府政策研究——基于我国40份政策文本的分析

Research on Digital Government Policy under the Framework of“Tool-Goal”:Based on the Analysis of 40 Policy Texts in China

[目的/意义]数字政府建设离不开有效配套的政策体系。数字化转型背景下,我国已出台一系列数字政府政策文本,对其进行分析能够明晰数字政府政策体系中存在的问题,为后续构建科学合理的政策体系提供参考。[方法/过程]构建“政策工具-政策目标”分析框架,运用内容分析法对我国省级数字政府政策文本进行分析。[结果/结论]我国省级数字政府政策存在政策工具及其内部结构失衡、政策目标分布不均、政策工具与政策目标匹配不均衡等问题。基于此,建议从优化政策工具结构、平衡政策目标分布、重视政策工具与政策目标的合理搭配三个方面优化政策供给,从而推动我国数字政府高质量发展。

[Purpose/significance]The construction of digital government is inseparated from the effective supporting policy system.Under the background of digital transformation China has issued a series of digital government policy texts and the analysis of them can clarify the problems in the digital government policy system and provide reference for the subsequent construction of a scientific and reasonable policy system.[Method/process]This paper constructs an analytical framework of“policy tool-policy goal”and uses content analysis method to analyze the policy texts of provincial digital government in China.[Result/conclusion]There are some problems in China’s provincial digital government policy such as the imbalance of policy tools and their internal structure the uneven distribution of policy goals and the imbalance between policy tools and policy goals.Based on this it is recommended to optimize policy supply in three aspects:optimizing the structure of policy tools balancing the distribution of policy goals and paying attention to the reasonable matching of policy tools and policy goals so as to promote the high-quality development of digital government in China.
