就业报到证取消后的高校相关就业工作衔接机制研究

Research on the Linkage Mechanism of Employment Work Related to Colleges and Universities after the Cancellation of Employment Registration Card

为适应和推动多元化就业新形态,简化应届高校毕业生就业手续,促进高校毕业生的自由流动,国家明确从2023年起取消“全国普通高等学校本专科毕业生就业报到证”(以下简称“就业报到证”),并已于2023年5月出台关于做好相应衔接工作的通知。文章基于已有的政策文本和相关研究,梳理“就业报到证”的发展脉络、存在问题和功能价值,通过问卷调研、实地走访、组织座谈等形式,深入调研高校毕业生就业工作相关的用人单位和职能部门,理清“就业报到证”取消后高校就业工作存在的难点和问题,从推动政策更好地落地和执行角度提出相关建议。

In order to adapt to and promote the new form of diversified employment,simplify the employment procedures for fresh college graduates,and promote the fre flow of college graduates,the state has clearly cancelled the"employment registration card"from 2023,and has issued a notice on doing a good job in the corresponding conection work in May 2023.Based on the existing policy texts and related research,this paper sorts out the development context,existing problems and functional value of the"employment registration card",conducts in-depth research on employers and functional departments related to the employment of college graduates through questionnaire research,visit research,and organization of seminars,clarfies the difficulties and problems in college employment after the cancellation of the"employment registration card",and puts forward relevant suggestions from the perspective of promoting better implementation and implementation of policies.
