重大风险应对是推进国家安全体系和能力现代化的重要内容。应对重大风险,从时代要求看,要立足新发展阶段,把握重大风险的新特征及防范、化解、止损工作的新要求;从理论向度看,要坚持马克思主义的创新运用,以总体国家安全观为理论指引,以习近平总书记关于应急管理的重要论述为实践指向,提升重大风险应对效能;从实践进路看,要对标总体国家安全的实践要求,坚持党的领导、践行为民宗旨、凝聚整体力量、推动模式转型,全面汇聚起风险应对的强大力量。

Major risk response is an important part of promoting the modernization of the national security system and capacity.To deal with major risks,from the requirements of the time,we should be based on the new stage of development,grasp the new characteristics of major risks and the new requirements of preventing,resolving and stopping losses.From the perspective of theory,we should adhere to the innovative application of Marxism,take a holistic approach to national security as the theoretical guidance,and take the important exposition of General Secretary Xi Jinping on emergency management as the practical direction,so as to improve the effectiveness of major risk response.From the perspective of practical approach,it is necessary to meet the practical requirements of the holistic national security,adhere to the leadership of the CPC,carry out the tenet of serving the people,gather the overall strength,promote the transformation of the model,gathering the strong force of risk response in an all-round way.
