企业帮扶中的村民信任与传统力量再生产——以G集团的“老村长”制为例

The Villagers'Trust and the Reproduction of Traditional Power through Enterprise Support:A Case Study of the System of"Senior Village Head"in G Group

企业参与乡村振兴的方式主要有两种,一是作为开发主体,以市场化的手段参与乡村项目的实施、运营以及乡村产业的发展;二是承担社会责任,将资源嵌入乡村振兴中,开展公益活动,进行社会帮扶。无论何种方式,企业初期均是以“他者”的身份参与其中,要让这种参与真有成效,必须被受扶地接纳并融入受益者的“圈子”中。以传统力量为载体进行沟通协调,是帮扶者融入当地、提高参与成效的重要途径。在基层社会,传统力量贯穿乡村治理全过程,在增强村民信任、管理村庄事务等方面发挥了重要作用,但在企业帮扶过程中,心理防御、观念落后、利益纠纷等因素共同影响着村民信任。为此,G集团创设了“老村长”制,发挥其在上下沟通、左右协调和出谋划策等方面的作用,不仅有效提升了企业帮扶的成效,还实现了村民信任与传统力量的再生产,具有较好的借鉴意义与推广价值。

There are two main ways for enterprises to participate in rural revitalization,namely,serving as a development agent to join the implementation and operation of rural projects the development of rural industries by means of marketization,and assuming social responsibilities,specifically,including resources in rural revitalization,conducting noncommercial activities and offering social support.Either way,they are initially"others"in the process,and to make the support effective in a real sense they must be embraced and integrated into the"circles"of beneficiaries where support is provided.Traditional power,useful for communication and coordination as a vehicle,is an important path for supporters to integrate themselves locally and improve their support effectiveness.In the grass-roots community traditional power is prevalent throughout rural governance,and plays an important role in increasing the villagers'trust and managing village affairs,but in the process of enterprise support psychological defense,backward notions and interest conflict can influence their trust.As such,the system of"senior village head"in G Group,while playing its role in communication between higher and lower levels,coordination between dfferent parties,and formulation of strategies and tactics,is conducive to improving the effectiveness of enterprise support and realizing the villagers'trust and the reproduction of traditional power,and hence it is of much learning and publicity value.
