“一带一路”背景下我国海外园区建设的经验、困境与未来转向

The Main Experiences,Current Difficulties and Future Direction of the Overseas Economic and Trade Cooperation Zones under the Background of the Belt and Road Initiative

我国海外园区历经30余年建设,既积累了一定的经验,也面临一定的困境,亟需转向。党中央顶层设计与地方政府积极贯彻的体制优势,东道国基于政治互信的强烈合作意愿与积极配合,以及参建企业结合东道国环境务实灵活创新是海外园区快速发展的主要经验。我国政府持续经济金融支持引致的合法性质疑,东道国治理环境复杂多变引发的建设风险,以及企业“经济—社会—环境”非协调投入导致的认可度下降是海外园区面临的现实困境。高质量共建“一带一路”,我国海外园区建设动力亟需从政府推动转向市场驱动,建设目标从“以经济为中心”转向“经济—社会—环境”协同推进,建设功能从搭建平台转向展示形象。

After 30 yearsdevelopment,the Overseas Economic and Trade Cooperation Zones(OETCZs)have not only accumulated certain experiences,but also faced certain difficulties,and need to change.The institutional advantages of active interaction between central government's top-level design and local governments,the strong willingness and active cooperation of host countries based on political mutual trusts,and the flexible and pragmatic innovation of the participating enterprises are the main experiences of the rapid development of OETCZs.The challenge of legitimacy caused by the support of the Chinese government,the political risk caused by the host governments and the decline of recognition caused by the unbalanced investment of enterprises in the economy,society and environment are the practical difficulties faced by OETCZs.Moving towards a stage of high-quality development,OETCZsgoals urgently need to shift from a focus on the economy to a coordinated promotion of“economy-society-environment”,the driving force needs to shift from government-driven to market-driven,and the function needs to shift from building platforms to displaying images.
