基于西安电网的调度风险识别探讨

Discussion on Dispatching Risk Identification with an Exemplary Analysis on Xi′an Power Grid

调度风险识别是电网调度风险全过程控制的初始环节,是风险控制的源头,只有调度风险识别后才能开展后续的评估工作。基于西安电网实际,对调度风险特征、识别流程、识别方法进行分析,比较四种识别方法的优劣,综合权衡后选择风险清单法对西安电网调度风险开展风险识别,明确风险点,将电网调度风险管理方式从被动应对向主动预控转型,提高电网调度管理水平,降低电网事故率,提高电网供电可靠性。

Dispatching risk identification is the initial link of the whole process control of power grid dispatching risk and can be regarded as the source of risk control in a sense.Subsequent risk assessment can be carried out only after the completion of dispatching risk identification.Based on the actual situation of Xi′an Power Grid,this paper analyzes the characteristics,identification process and identification methods of dispatching risk,compares the advantages and disadvantages of the four identification methods.After comprehensive deliberation,this paper determines to selectively use the risk list method to identify dispatching risk of Xi′an Power Grid.By clarifying the risk points,it is recommended to transform the dispatching risk management mode from passive response to active pre-control,so as to facilitate raising the level of dispatching management,reducing the accident rate,and improving the power supply reliability of the power grid.
