“一带一路”背景下中国-加勒比发展合作进展及挑战

Study on the Progress and Challenges of China-Caribbean Development Cooperation in the Context of the“Belt and Road”Initiative

加勒比地区是“一带一路”建设的重要参与方,共建“一带一路”倡议为中国和加勒比地区务实合作带来重大机遇。多年来,双方在深化政策沟通、加快设施联通、推动贸易畅通、促进资金融通、增进民心相通等方面助力“一带一路”建设走深走实。但与此同时,双方合作还存在加方债务高企、中方援助设计能力仍待加强、域外干扰不断等问题。文章认为,中方可从强化顶层设计、积极拓展同加勒比国家在贸易、投资等各领域务实合作、提升援助精准度和针对性、妥处域外干扰等方面入手,着力推动中国和加勒比地区发展合作迈上新台阶。

The“Belt and Road”initiative has brought significant opportunities for cooperation between China and the Caribbean region.Over the years,the two sides have contributed significantly to the construction of“Belt and Road”in terms of deepening policy communication,accelerating facility connectivity,promoting the smooth flow of trade,facilitating the integration of capital,and enhancing people-to-people exchanges.However,at the same time,the cooperation between the two sides is still characterized by high debt on the Caribbean side,the need to strengthen China's aid capabilities,and continuous extraterritorial interference.In view of this,it's argued that China can push the bilateral cooperation to a new level by strengthening top-level design,expanding cooperation with Caribbean in various fields such as trade and investment,providing targeted aid to Caribbean and appropriately handling extraterritorial interference.
