儋州洋浦一体化发展中的耕地占补平衡问题

Research on the Balance of Cultivated Land Occupation and Compensation in the Synergistic Development of Danzhou-Yangpu

2022年是儋洋一体化发展的开局之年。2022年4月12日,习近平总书记来到洋浦考察,充分肯定了儋州洋浦一体化发展的思路,希望儋州因洋浦更加开放、洋浦因儋州更有深度。《中共海南省委海南省人民政府关于支持儋州洋浦一体化发展的若干意见》也明确提出“支持儋州洋浦打造海南自由贸易港先行区、示范区和高质量发展第三极,做大经济流量、做强实体经济”。发展离不开建设,这就意味着儋洋一体化未来建设用地需求将持续高位,落实耕地占补平衡任务也将更加艰巨。文章在对国家耕地占补平衡改革政策研究的基础上,对耕地占补形势进行调研,进而提出了破解耕地占补平衡难题、助推儋洋一体化高质量发展的若干政策建议。

2022 is the beginning year of Dan-yang synergistic development.On April 12,2022,General Secretary Xi hailed the idea of Dan-Yang synergistic development,and prospected that Danzhou and Yangpu would complement each other to be more open.The“Several Opinions of the Hainan Provincial Committee of the CPC and the Hainan Provincial People's Government on Supporting the Synergistic Development of Danzhou Yangpu”also clearly proposes to“support Danzhou-Yangpu in building a pilot zone,demonstration zone,and maintaining high-quality development of Hainan Free Trade Port,expanding economic flow,and boosting the real economy”.Development goes hand in hand with construction,which means that the demand for construction land of Dan-yang will continue to increase,and the task of balancing the occupation and compensation of arable land will become even more challenging.On the basis of studying national policy,the article investigates the current status of arable land occupation and compensation,and proposes several solutions to bolster the high-quality development of Dan-yang synergy.
