Urban Intellectual Property Governance and Firm Innovation

当前我国经济已由高速增长阶段转向高质量发展阶段,而高质量发展离不开科技创新的支撑。本文利用国家知识产权示范城市建设作为准自然实验,以2007—2019年制造业上市公司为对象,使用双重差分法考察城市知识产权治理能力提升对企业创新的影响。研究发现,国家知识产权示范城市建设具有明显的创新促进效应,不仅提高了企业创新数量,还提升了其创新质量和市场价值。机制分析表明,国家知识产权示范城市建设有助于增强城市整体的知识产权意识水平、促进知识产权中介组织发育以及提高知识产权成果转化效率,进而有助于激发企业的创新意愿、激励企业增加创新要素投入。异质性分析表明,国家知识产权示范城市建设对非国有企业、高技术企业的创新促进作用更为明显。本文对于完善城市知识产权管理和服务体制以助力高质量发展具有启示意义。

At present,China's economy has experienced the transition from high-speed growth to high-quality development,which relies on the support of scientific and technological innovation.Using data of listed manufacturing firms from 2007 to 2019,we empirically study how urban intellectual property governance capacity-building impacts firm innovation by employing the quasi-natural experiment of the establishment of national intellectual property demonstration cities and DID method.Results show that the national intellectual property demonstration city development has a pro-innovation effect that increases the number of firm innovation,innovation quality and market value.Mechanism analysis shows that the national intellectual property demonstration city development helps to enhance the level of intellectual property awareness of the whole city,promote the development of intellectual property intermediary organizations and increase the commercialization of intellectual property outcomes,which in turn helps to stimulate the willingness of firms to innovate and their investment in innovation factors.The results of heterogeneity analysis show that the promotion effect is more pronounced on non-state-owned and high-tech firms.The research of this paper has significance for improving the urban intellectual property management and service system to facilitate high-quality development.
