德台关系的历史演变和德国对台政策剖析

An Analysis of Germany's Policy towards Taiwan and the Historical Evolution of Germany-Taiwan Relations

2022年是中德建交50周年,在这50年间,两国关系总体发展稳健向好,交流与合作领域日趋广泛。但是,2021年底“红绿灯”政府上台后,其在美国施压与执政联盟内部因素的共同作用下,在涉华问题上屡屡对中国发难,甚至在执政纲领中提到“台湾地区问题”,中德关系面临严峻挑战。这一新动向及其背后的含义需要引起我们高度的关注。从德国对台政策的历史脉络和有关数据资料看,德国的“对台政策”没有突破“一个中国”的原则,但不乏打政治“擦边球”的不和谐声音,甚至模糊“一个中国”原则内涵的企图。我们要警惕德国打“台湾牌”,坚守住底线,不让“台独”分子有可乘之机。

The year 2022 marks the 50th anniversary of the establishment of diplomatic relations between China and Germany.During these 50 years,the overall development of relations between the two countries has been steady and positive,and the areas of exchange and cooperation have become increasingly extensive.However,after the“red-green light”government came to power at the end of 2021,it has repeatedly raised questions about China under the combined effect of U.S.pressure and internal factors of the ruling coalition,and even mentioned the“Taiwan Question”in its governing platform,posing serious challenges to Sino-German relations.China-Germany relations are facing serious challenges.This new trend and its implications require our great attention.The history of Germany's policy toward Taiwan and the relevant data show that Germany's“policy toward Taiwan”has not broken through the one-China Principle,but there is no shortage of discordant voices playing political“sidesteps”and even blurring the connotation of the one-China principle.We should be wary of Germany playing the“Taiwan card”and hold fast to the bottom line to deny the“Taiwan independence”elements an opportunity to take advantage of it.
