Opportunities and Challenges of Hainan Free Trade Port within Changing Global Situations

当前,世界百年未有之大变局加速演进,全球政治、经济、安全格局正在经历深刻调整,和平赤字、发展赤字、安全赤字、治理赤字加重,人类社会面临前所未有的挑战。面对战略机遇和风险挑战并存、不确定难预料因素增多的外部环境,中国坚持推进高水平对外开放,以建设新型开放大国赢得主动,并要求将海南自由贸易港打造成为引领我国新时代对外开放的鲜明旗帜和重要开放门户。为实现这一战略目标,海南需要客观分析内外形势和机遇挑战,并抓住机遇主动担当作为,着力打造新时期我国高水平对外开放新高地、国内国际双循环的重要交汇点、中国与东盟全面战略合作的重要枢纽、以人文交流为重点的公共外交平台以及中国—东盟蓝色经济伙伴关系核心区。

As the unprecedented great changes in a century are accelerating,the global political,economic and security patterns are profoundly evolving.The peace deficit,development deficit,security deficit and governance deficit have been aggravating,and the human society is faced with the unprecedented challenges.In the face of the external environment in which strategic opportunities,risks and challenges coexist and uncertainties and unpredictable factors increase,China insists on promoting high⁃level opening up to the world,taking the initiative to build a new type of open country,and requires the Hainan Free Trade Port to become a distinct flag and an important open gateway of China.In order to achieve this strategic goal,Hainan needs to objectively analyze the internal and external situations,opportunities and challenges,seize the opportunity to take the initiative and strive to create a new highland for the opening⁃up,an important intersection of domestic and international dual cycles and a comprehensive cooperation between China and the ASEAN.It is an important hub for strategic cooperation,a public diplomacy platform focusing on people⁃to⁃people and cultural exchanges,and the core area of the China⁃ASEAN Blue Economic Partnership.
