农户视角下白水江保护区社区共管绩效评估

Performance evaluation system and research analysis of community co-management in Baishuijing from the perspective of farmers

摘要 本研究通过构建参与度、机制、公平性、影响、满意度以及需求和期望等6项指标体系,以农户视角评估白水江保护区社区共管绩效,利用CRITIC客观赋值法统计分析。结果表明,白水江保护区各保护站的社区共管水平由高到低依次为刘家坪站、丹堡河站、碧口站,红土河站、白马河站、让水河站;在6项指标中,农户比较认可共管机制建立和公平受益。评估发现白水江保护区的社区共管工作具有普惠性和广泛性,各保护站之间具有一定差异,存在生态补偿机制不健全、社区共管工作的滞后、信息透明度较低等问题,提出完善生态补偿机制、支持社区可持续发展等相关建议。 This research evaluates the performance of community co-management in Baishuijiang Nature Reserve from the perspective of farmers by constructing six indicator systems,including participation,mechanism,fairness,impact,satisfaction,and needs and expectations.CRITIC objective assignment method is used for statistical analysis.The results show that the community co management level of each protection station in the Baishuijiang Nature Reserve is in descending order:Liujiaping Station,Danbao River Station,Bikou Station,Hongtu River Station,Baima River Station,and Rangshui River Station;Among the six indicators,farmers relatively recognize the establishment of a co-management mechanism and the fair benefits.The evaluation found that the community co management work in the Baishuijiang Nature Reserve is inclusive and extensive,with certain differences among different protection stations.There are problems such as incomplete ecological compensation mechanisms,lagging community co management work,and low information transparency.Suggestions are proposed to improve the ecological compensation mechanism and support sustainable development of the community.
