Research on the Path of Quality and Quantity of High-Tech Enterprises in Henan Province

【目的】研究河南省高新技术企业量质齐升路径,为河南省高新技术企业量质齐升及出台精准政策提供参考。【方法】分析河南省高新技术企业发展现状及面临的问题,提出河南省高新技术企业量质齐升的对策建议。【结果】河南省高新技术企业存在研发活动质量不高,专项政策不够精准,科技金融支持力度、政策宣传力度不足等问题。【结论】以上问题可以通过设立河南省高新技术企业培育专项资金、出台科技金融专项政策、建立支持高新技术企业全生命周期的发展体系、支持高新技术企业产业链等措施推动其量质齐升。

[Purposes]This paper studies the path of the quantity and quality improvement of high-tech enterprises in Henan Province,and provides reference for the quantity and quality improvement of high tech enterprises in Henan Province and the introduction of precise policies.[Methods]By analyzing the development status and problems of high-tech enterprises in Henan Province,this paper puts forward some countermeasures and suggestions for the quantity and quality of high-tech enterprises in Henan Province.[Findings]High-tech enterprises in Henan Province have problems such as low quality of R&D activities,inaccurate special policies,insufficient support for science and technology finance,and insufficient policy publicity.[Conclusions]The above problems can be promoted by setting up special funds for the cultivation of high-tech enterprises in Henan Province,introducing special policies on science and technology finance,establishing a development system to support the whole life cycle of high tech enterprises,and supporting the industrial chain of high-tech enterprises.
