摘要
以南京市黄木桥河为研究对象,从河道防洪安全、水资源供给能力、水环境、水生态及空间管控等角度切入,明确河道功能定位,制定科学高效的河道保护方案,构建与经济社会发展相适应的河道保护和管理体系,形成新的河道保护格局,提升河道防洪、供水、生态等公益性功能,发挥河道综合效益,促进河道资源可持续利用,从传统河湖保护规划中探讨更多的河道建设发展新思路,同时为其他河道保护规划分析提供参考借鉴。
Taking Huangmuqiao River in Nanjing as the research object,from the perspectives of river flood control safety,water resource supply capacity,water environment and water ecology,and spatial management and control,the functional orientation of the river is clarified and a scientific and efficient river protection scheme is formulated to build a river protection and management system suitable for the economic and social development.A new river protection pattern is formed to improve the river flood control,water supply,ecology and other public welfare functions,which gives full play to the comprehensive benefits of the river,and promotes the sustainable utilization of river resources.More new ideas of river construction and development are discussed from the traditional river and lake protection planning,and also the reference is provided to analyze the protection planning of the other rivers.
