四川凉山毒品治理常态化机制研究

Research on Normalization Mechanism of Drug Control in Liangshan of Sichuan

四川凉山多年来一直是我国毒品问题严重区域之一。2018年以来,通过搭建毒品治理体系、深化区域缉毒合作、打响禁毒脱贫决战、营造全民禁毒氛围、做强基层基础支撑等举措,凉山禁毒工作取得重大成效。但凉山毒品治理转入常态化不仅要遭遇经济、交通条件落后等常规性因素制约,还要遭遇根深蒂固毒品亚文化、毒品问题历史久远、土壤深厚等因素的影响。要实现凉山毒品问题常态长效治理,需要从政治引领、法治保障、德治教化、自治强基、智治支撑、教治为主六个维度全面构建毒品问题治理常态化机制。

Liangshan,an autonomous prefecture in Sichuan province,has been one of the regions with the most seri-ous drug problem in China for many years.Since 2018,the Liangshan have focused on building a comprehensive drug control system,striking hard to deepen regional anti-narcotics cooperation,launching a decisive battle against drug and poverty alleviation,creatinga nationwide anti-drug atmosphere,strengthening the primary-level governance.With these important measures,Liangshan’s anti-drug work has achieved great results.However,the transformation of drug control in Liangshan into normalized governance will not only be restricted by conventional fac-tors such as backward economic and poor traffic conditions,but also by the influence of deep-rooted drug subculture and the long history and deep soil of the drug problem.To achieve a regular and long-term governance of the drug problem in Liangshan,it is necessary to comprehensively build a normalized mechanism for drug governance from six dimensions:political guidance,rule of law,rule of virtue,strong autonomy,technology support and education.
