县城建设用地节约集约利用详细评价的方法研究:以湖南省桃江县为例

Study on detailed evaluation method of economical and intensive use of urban construction land:a case study of Taojiang County,Hunan Province

建设用地节约集约利用详细评价对指导城市更新规划与提升土地节约集约利用水平具有重要参考价值,而相对于整体评价和专项评价,该类型的评价内容和方法亟待完善﹒本研究以桃江县为例,探讨县城建设用地节约集约利用详细评价的方法:1)将评价的对象细分为居住用地、商服用地、工业用地、教育用地和其他用地5种类型;2)构建了规划符合度、建设强度和利用效益相结合的差异化的评价指标体系;3)依据评价得分将建设用地分为低效利用、中度利用、集约利用和过度利用4种类型﹒结果表明:研究构建的建设用地节约集约利用详细评价的指标体系和方法对于湖南省桃江县具有较高的适用性.

The detailed evaluation of the economical and intensive use of construction land has important reference value for guiding urban renewal planning and improving the level of the economical and intensive use of land,but compared with the overall evaluation and special evaluation,the evaluation content and method of this type need to be improved urgently.Taking Taojiang County as an example,this study discusses the detailed evaluation method of economical and intensive use of construction land in county town:1)The object of evaluation is subdivided into five types:residential land,commercial service land,industrial land,educational land and other land.2)The differentiated evaluation index system combining planning conformance,construction intensity and utilization benefit is constructed.3)According to the evaluation score,the construction land can be divided into four types:low efficiency,moderate utilization,intensive utilization and over-utilization.The results show that the index system and method for detailed evaluation of economical and intensive use of construction land are highly applicable to Taojiang County,Hunan Province.
