日美“核同盟”的谱系演进及内在逻辑

日美“核同盟”是作为“轰炸国”角色的美国与作为“被炸国”角色的日本组成的同盟,带有内生性矛盾。从逻辑起点而言,日美“核同盟”兼具“核能开发”与“军事利用”的双重属性。在基于“自主性—核力量”交易方式的日美“核同盟”中,日本核政策与美国对日核政策既相互结合又相互博弈,在动态互构中推动“核同盟”不断发展深化。在此过程中,“核同盟”发出的信号成本是日美核同盟化程度的外在体现。“核同盟”信号从廉价信号转为昂贵信号的过程,既是日美“核同盟”发展与深化的过程;亦是日本利用该同盟获得安全保护的同时,实现自身“核解禁”的过程;更是日本追逐同盟内部自主性,在非对称的同盟关系中追求对称的日美“核同盟”的过程。然而,日本若无法离开美国给予的“核解禁”合法性与物质基础,也就难以脱离日美“核同盟”、实现真正的“核解禁”。
