现代化进程中数字乡村治理体系构建:关联逻辑与创新路径

数字乡村治理体系建设是农业农村现代化和乡村振兴战略的重要组成部分。通过建立数字化治理体系,乡村地区不仅能够解决传统治理模式中存在的问题,还能推动农业农村现代化发展,创造更美好的生产、生活环境,并有效促进农村全面发展,实现乡村振兴战略目标。该文探讨传统乡村治理模式与乡村数字化治理体系之间的内在逻辑,分析数字乡村治理体系构建面临的困难,并提出建立与完善利益机制、基础设施、生产体系、社会服务、人才培养和金融支持6个方面的数字乡村治理体系现代化策略。

The construction of digital rural governance system is an important part of agricultural and rural modernization and rural revitalization strategy.Through the establishment of a digital governance system,rural areas can not only solve the problems existing in the traditional governance model,but also promote the development of agricultural and rural modernization,create a better production and living environment,and effectively promote the all-round development of rural areas,to achieve the strategic goal of rural revitalization.This paper discusses the inherent logic between the traditional rural governance model and the rural digital governance system,and analyzes the difficulties in the construction of digital rural governance system.It also puts forward the modernization strategy of digital rural governance system in six aspects:establishing and perfecting interest mechanism,infrastructure,production system,social service,personnel training and financial support.
